摘    要:
为了使南水北调工程能最大限度地缓解河北省严重缺水状况及在工程建成后更好地发挥工程效益,根据南水北调海河流域平原区受水情况,将其划分为18个子区、6个用水部门,以供水系统缺水率最小、经济效益最大化为目标,以水源可供水量、用户需水量、水源至用户的供水能力等为约束条件,建立了水资源优化配置模型。并采用多目标粒子群算法对模型进行求解,获得了以2030年为水平年的水资源配置结果。通过分析发现,南水北调工程实施后能有效缓解海河平原区严重缺水的状况,大幅提高了河北省水资源和水环境的承载能力,但仍有不同程度的缺水。

Abstract:
For alleviating the serious shortage of water resources in Hebei Province and taking advantage of engineering benefits for construction south-to-north water transfer project, water resources of plain terrain in Haihe basin is divided into 18 subregions and 6 water consumption departments. Considering the constraints of water supply, water requirement, water transport capacity from resource to users, water resources optimal allocation model is built by taking maximization economic benefits and minimization water-deficient ratio as targets. And multi-objective particle swarm algorithm is used to solve the model. Then water resources optimal allocation is obtained by taking 2030 as level year. According to analysis of results, when the south-north water diversion project is completed, it can alleviate the status of water shortage in plain terrain of Haihe basin effectively and improve bearing capacity of water resources and water environment in Hebei Province, but it has water-deficient in varying degrees.
