摘    要:为了国民经济的可持续发展,我国明确提出“十一五”时期单位国内生产总值能源消耗要比“十五”期末降低20%左右。目前的10kV配电网由于自身特点的限制,不能很好地适应用电负荷的不断增加。20kV配电网可以克服10kV配电网技术上的不足,又有投资少、网损低的经济优势,不仅可以解决目前配网供电能力不足的问题,还有利于电网的节能降耗。然而,我国在20kV配电网应用实施方面进展比较缓慢。在讨论20kV配电网实施方面的困难基础上,对下一步20kV配电网的实施提出了建设性的意见,以促进20kV配电网的应用。

Abstract:In order to ensure sustainable development of national economy it is clearly specified that the energy consumption per unit GDP in the period of "the 11th Five-Year Plan" shall be about 20% lower than that at the end of the period of "the 10th Five-Year Plan" in the country.At the present time the 10kV power distribution network is unable to properly satisfy the increasing demand of power load due to limit of its own characteristics.The 20kV power distribution network can remedy the technical defect of the 10kV power distribution network and is featured by less investment and less network losses,enjoying economical advantage,which can not only solve the current shortage problem of power supply of the network but also help saving of energy and reducing of losses.However,the country makes slow progress in establishment and implementation of the 20kV power distribution network.The paper has put forward constructive proposals for implementation of the 20kV power distribution network based on discussion about the difficulties in implementation of the 20kV power distribution network so as to promote implementation of the 20kV power distribution network.
