基于节约理念的配电网规划方案综合评价

结合配电网规划的特点，基于节约的理念，构建了新形势下综合评价规划方案的指标体系。根据节约的评价原则，采用层次分析和数据包络分析法，从投入产出的角度优化资金流向和资源损耗，在最大程度满足供电需求的基础上，实现了资源、环境、经济、社会的协调发展。实例计算与分析结果表明，该方法科学、合理，能够根据配电网资源综合利用的要求，综合考虑评价中的客观实际与决策者的主观偏好，可为规划决策人员提供参考。

Comprehensive Evaluation of Resource Economy Based Distribution Network Planning Scheme Scheme

Combining with the features of distribution network planning and based on the concept of resource economy, an index system to comprehensively assess the suitability and desirability of alternative plannings under new situation is built. According to the evaluation principle of resource economy and using data envelopment analysis (DEA) approach and analytical hierarchy process (AHP) method, the movements of fund and the resource loss are optimized in the viewpoint of input-output to implement, thus on the basis of meeting the demand of power supply as much as possible the coordinated development of resource, environment, economy and society is realized. Calculation and analysis results of actual case show that the proposed method is scientific and rational; the objective reality in the evaluation and the subjective preference of decision-maker can be comprehensively considered according to the requirement of comprehensively utilizing the resource of distribution network. The proposed method is available for reference to the decision-makers in distribution network planning.
