| 摘 要： | 根据中国水资源质量评价结果，分析了中国水资源质量特征及其发展趋势，并揭示了我国水资源保护存在的问题及其产生原因；提出了解决水资源保护问题的宏观对策措施，强调根本出路在于健全以流域为单元的水资源保护管理体系，强化统一管理。 |

| Abstract: | On the basis of the assessment of water resource quality in China, the characteristics ofChina water resource quality and the tendency of change are analgzed,and the problems in water resource protection and the causes are revealed.Macro - countermeasures are suggested to solve the problems. It is emphasized that a fundamental way to solve the problems is to perfect the river basin-based water quality protection system and to strengthen unified management. |
