认真落实科学发展观全力构建节水型社会

青海地处干旱半干旱地区,水资源短缺一直是制约全省经济社会发展的"瓶颈".省情、水情决定了青海必须走节水型社会之路.针对青海的实际情况,提出要认真落实科学发展观,树立人水和谐的理念,按照优先保证城乡生活用水,满足重点工业用水,统筹协调农业和生态用水的原则,以改善群众生活、生产条件为出发点,以节约用水为工作重点,以水资源的可持续利用为目标,合理开发和科学配置水资源.

Implementing scientific development view and establishing water-saving society

Qinghai province is located in arid and semi-arid areas, and water shortage has been the "bottleneck" that restricts social and economic development of the province. The local water condition defines that Qinghai must set up water-saving society, by following scientific development view and concept of harmonious development of water and people, while focus on improvement of people's lives and production conditions, strenthening water saving, allocating water scientifically and targeting sustainable utilization of water resources.
