摘    要:随着铜陵矿区由于长期大规模的资源开发,矿山地质环境问题日趋严重,截止2012年底,全市因采矿占用、破坏土地面积2085.9hm2;地下水均衡遭到破坏,最大降深达已达100余米;矿产资源开采诱发岩溶塌陷、采空塌陷、不稳定边坡等地质灾害。铜陵市通过积极创新保证金制度、扎实推进矿山复绿行动、矿山地质环境治理对接城市建设、企业大力发展循环经济等措施,开创了矿山地质环境治理新局面;总结了铜陵市矿山地质环境治理工作中还存在治理资金严重不足、治理责任主体不清等问题;提出国家应加大对铜陵矿区矿山地质环境治理的投资力度、完善矿山地质环境保护法律法规;铜陵市应加快绿色矿山建设,积极构建矿山地质环境治理责任确认制度,创新矿山地质环境治理投入机制等对策建议。

Abstract:With the long-term and large-scale resource development in Tongling mining area, mine geological environment problems are becoming more and more serious. By the end of 2012, the destruction of land area of the city occupied by 2085.9hm2 due to mining; the groundwater balance was destroyed, the biggest drop had reached more than 100 meters deep; mining subsidence, karst collapse and unstable slope geological disasters induced by exploitation of mineral resources. Tongling City has developed some measures to create a new situation in the mine geological environment governance, such as positive innovation margin system, promoting green mine action,mine geological environment governance docking city construction, and Enterprises vigorously developing the circular economy and so on. The paper summary of the mine geological environment governance in Tongling city, there is a serious shortage of funds and governance responsibility is unclear. It is proposed that the country should increase mining investment on in Tongling mining area and perfect the laws and regulations of the mine geological environment. Tongling city should accelerate the green mine construction, actively construct the mine geological environment governance responsibility confirmation system, and innovation mine geological environment governance investment mechanism.
