“城中村”改造的理论框架及案例研究

摘    要:深圳“城中村”存在建筑蕴涵利益大、开发强度过大、土地国有化不彻底、违法滥建严重等问题。政府应鼓励农村集体经济组织自行改造“城中村”,并运用基准容积率和地价杠杆实行双重调节,设立改造专项资金,扶持市政配套建设,采取房地产权调换与货币补偿相结合等方法加以解决。

Abstract:There exist with the"city village"inShenzhen the problems of great benefits in theconstruction,excessive development,incompletenationalization in land use and illegal and excessiveconstruction,etc.The government should encouragethe rural collective economic bodies to perform re-construction of the"city village"by themselves andregulate it with the basic plot ratio and the landprice.The government should solve the problemsby setting up special funds for the reconstructionto support the municipal construction,adopting thecompensation method such as the exchange of prop-erty rights and cash compensation,etc.
