| 摘 要： | <城乡规划法>强化了控制性详细规划的公共政策属性,确立了它的法律地位,规定了它的制定与执行程序框架,同时对控制性详细规划工作提出了新要求.控制性详细规划改革应重构内容体系,改进编制方法与程序,建构"分内容、分层次"的审批机制,创立完善的动态调整机制,设立相应的事务机构.

| Abstract: | The new Urban-Rural Planning Law strengthens regulatory plan policies by establishing their legal status and providing specific compilation and implementation requirements. The reformation of regulatory plans should restructure their contents to improve compilation methods and processes, separating the content into different layers for review and approval. Necessary agencies and methods should be established to realize this reform. |
