| 摘 要： | 从宽带技术、节目资源、盈利模式和促进三网融合等方面阐述了网络电视在我国的应用机遇，并从行业政策、商业应用和发展瓶颈等方面进行了相关发展策略研究：认为由于政策壁垒的影响，使得电信运营商发展网络电视并不是很理想．而广电部门不可能独自开展网络电视业务，因此在将来．电信运营商与广电部门在开展网络电视基础上将形成一个互补共存的运营局面，并在重叠区有一定程度的竞争．促进三网融合。

| Abstract: | This article presents the application opportunities of IPTV in terms of broadband technologies, program resources, profiting modes and network convergence. It researches on the related development strategy from the angles of regulation, business applications and development bottleneck. Because of the regulation bulwark, telecom carriers will have trouble in developing IPTV. However, broadcasting branches cannot provide IPTV services independently. Most likely, carriers and broadcasting branches will cooperate with each other. But they will also compete in some areas. Actually, network convergence is going to happen. |
