深化电信改革，迎接加入WTO后的挑战

“入世”在即，中国电信业仍有一些问题亟待解决。首先是尽快制定电信法，确定电信市场的竞争和管制框架。其次是建立独立的电信管制机构，实行公开、公平、公正的管制。另外，迎接加入WTO的挑战，还要做好战略转移，主要有：电信业务市场由局部竞争走向全面竞争，电信业的增长点由电话转向数据，基本电话业务市场由东部沿海移信中西部、从城市称往农村等9个方面。

Deepen Telecom Reform, Meet the Challenges after Joining WTO

China is joining WTO soon, yet there still some problems exist in Chinese telecom industry to be solved urgently. First, Telecom Act should be constituted as soon as possible to define the competition and regulation framework of telecom market. Second, independent telecom regulation authorities should be established to implement open, impartial and justice regulation. Besides, to meet the challenges after joining WTO, strategy shift should be well committed. Essentially, 9 aspects are involved, including telecom service market migrating from partial to all round competition, the growth point converting from voice to data, basic voice service market shifting from east coastland to central and west regions, and from urban to rural areas.
