改革开放中的加纳电信

加纳政府自1990年起放开电信市场，实施“加速发展规划”，成立了管制部门、制定了主要目标，促进了电信业的发展，但是管制部门未能实施公正、科学、有效的管理，双寡头垄断也未给用户带来业务资费下降和服务质量提高的实惠，互联互通的争执不休依然困扰着缺乏经验的管理者。

Telecom Reform in Ghana

The government of Ghana began to deregulate the telecom market and carried out the Accelerated Development Plan since 1990. Regulation authority was formed, main objects set, and the industry driven forward. However the regulation authority failed in putting in practice of just, scientific and efficient supervision. Dual-oligarch monopoly also brought no benefit to the consumers in service tariff and service quality, and the argument on interconnection and internetworking still entangled the managers.
