| 摘 要： | 在总结分析国内外防灾应急通信发展现状和趋势基础上,从宏观层面研究了下一代综合防灾应急通信体系架构,并对架构模型下各种通信技术能力进行了分析。该体系架构可在灾害和突发事件情况下综合利用多种通信技术形成能力互补,为监测预警、指挥调度、紧急救助和重要通信畅通提供必要的技术手段和方法。

| Abstract: | In this paper, the development status and trend of emergency communication for disaster relief are studied. The system structure of next generation emergency communication for disaster relief is presented, and the application abilities of various technical methods under this system structure were analyzed. This system structure provides basic technical means and methods for emergency monitoring, warning, command and control, rescue, etc. |
