矿产资源综合利用与环境保护之关系的探讨

通过分析我国矿产资源综合利用的现状,找出了存在的问题,其中突出的问题是矿山管理体制不合理、资源利用率低、利用总量少和严重的环境污染。根据国际上普遍认同的可持续发展的思想,结合我国特有的国情,并考虑到矿业发展的趋势,提出了相应的对策:加强规划指导和宣传工作,加快矿业管理体制改革,提高技术水平,重视矿物新材料的环保功能,推广清洁生产技术,从而走出一条与环境保护相结合的矿产资源综合利用之路。

DISCUSSION ON THE RELATIONSHIP BETWEEN COMPREHENSIVE UTILIZATION OF MINERAL RESOURCES AND ENVIRONMENTAL PROTECTION

Through analyzing the present situation of comprehensive utilization of mineral resources in China,some problems have been found out,particularly unreasonable management system of mining enterprises,low utilization of mineral resources and serious environmental pollutionBased on the generally accepted idea of sustainable development,in light of China's special condition and the development tendency of mineral industry,some appropriate measures have been put forwardThese measures are to strengthen the planning guidance and propaganda,to quicken the reformation of mineral industry's management system,to raise the technology level,to pay attention to the environmental function of new mineral materials and to put the clean production into practiceThus,a way of combining comprehensive utilization of mineral resources with environmental protection has been opened
