| 摘 要： | 本文界定了矿产资源开发补偿机制的概念,并对矿产资源开发收益分配的经济关系进行了分析。构建矿产资源开发补偿机制主要体现在三个方面:一是完善矿产资源有偿使用制度,增强国家调控能力;二是完善矿产资源开发利益分配机制,并向基层、农村和社会事业倾斜,中央取得的收益要向矿产资源开发地区和西部地区倾斜;三是环境保护和生态恢复补偿等机制。并提出了我国矿产资源开发补偿机制构建框架。指出完善我国矿产资源开发补偿机制需要解决的难点问题,是矿产资源价格形成机制改革和矿产资源税费制度改革。
