美国油气行业管理模式及其对我国的借鉴意义

美国的油气资源管理发展历史较长,形成的管理模式较完备,研究其油气资源管理模式和经验对我国有重要的借鉴意义。本文通过国外政府网站访问、文献调研等方式对美国油气资源管理机构和相关法律法规进行研究,分析各管理机构职能及职能关系,总结出美国油气管理模式的特点,总体表现为管理机构分工明确、职能具体,依法办事、重视协商,市场自由与宏观调控相结合等特点。最终结合中国实际,对我国油气资源管理提出建议,比如建立健全法律法规,成立专门的监管部门,成立能源信息管理机构等。

Petroleum Management Framework in USA and Experiences Gained for China

The development of oil and gas resources management in the United States is long and its framework now is mature. It is of great significance for China to study its oil and gas resources management mode and experience. This paper studies the oil and gas resources management institutions in the US and the relevant laws, and analyses the administration functions with function line through literature research and foreign government website visits. And some characteristics of petroleum resources management in the USA are concluded. Some examples: the division is clear and the function is specific; things are handled in accordance with laws and negotiation is given priority. Together with the situation in China, the authors make comments and suggestions on oil and gas resources management mode in China. For instance, we should take the following actions: perfecting laws and regulations, establishing supervision department, founding an administration institution of energy information.
