安徽省矿业权出让收益评估管理现状分析与对策建议

摘 要：随着矿业权出让从价款时代改革到出让收益时代，矿业权出让收益市场的一些问题得以解决，有效促进了市场的健康发展，但不管征收方式如何改革，高质量的评估报告是必要的。安徽省在矿业权出让收益评估实际管理过程中虽出台了相关文件，但随着原国土资源部5号文有效期到期，且并没有出台相应的管理文件，使安徽省在矿业权出让改革方面存在不适应期，安徽省矿业权出让收益评估管理出现了一些新的问题，导致评估机构所撰写的评估报告质量参差不齐。针对这些问题，应该高度重视，采用绣花针式管理方法从源头上避免，要强化评估机构服务收费标准指导；建立报告质量评价机制；完善评估执业考核制度。这样才能约束评估机构提交高质量的评估报告，从而有效维护矿产资源国家所有者权益。

Analysis of the current situation and countermeasures for the evaluation and management of the mining rights granting fee in Anhui Province

There is a period of inadaptability, and some new problems have emerged in the evaluation and management of the mining rights granting fee in Anhui Province, resulting in uneven quality of evaluation reports written by evaluation agencies. In response to these problems, we should attach great importance to the use of embroidery needle management methods to avoid it from the source, strengthen the guidance of the service charge standards of evaluation agencies, establish a report quality evaluation mechanism, and improve the evaluation practice assessment system. Only in this way can the evaluation agencies be restricted from submitting high-quality assessment reports, thereby effectively safeguarding the rights and interests of national mineral resources.
