我国省市矿山储量动态管理的工作实践与思考

矿山储量动态监管作为矿产资源储量管理的重要组成部分,自工作开展以来为管理部门从事矿山企业资源储量合理利用的监督管理提供了依据和手段。在新时代、新形势、新要求下,为贯彻落实中央关于自然资源管理和生态文明体制改革精神,通过对部分省份管理工作实践进行调研,进一步了解制度执行过程中取得的成效和经验,分析当前存在的主要问题,为进一步完善矿山储量动态监管制度,深化矿产资源储量管理改革提供相关对策建议,更好地提升矿政管理水平。在当前阶段主要围绕五个方面工作进行加强完善:一是以矿产资源法的修改为契机,建立完善的储量动态管理制度;二是建立储量动态数据信息管理平台;三是加强督导检查,提高工作质量;四是建立与其他管理制度的衔接机制;五是协调解决基层工作经费问题。

The Practice and Thought of Mine Reserves Dynamic Administration of some Provinces in China

As an important part of mineral resources reserve management, dynamic supervision of mine reserves has provided to be the basis and means for the supervision and management of mine resources. Under the new era, new situation and new requirements, through to practicing parts of the province of research management work, and further understanding the results and experience during the execution of a system, the article analysis the current main problems, in order to further improving the system of mining reserves of dynamic supervision, and deepen the reform of the mineral resources reserves management provide relevant countermeasures and Suggestions, better improving mine administration management level. At the current stage, we mainly focus on five aspects of work to strengthen and improve: Firstly, establishing a sound dynamic reserve management system; Secondly, setting up a management platform of reserves information; Thirdly, improving the quality of work through strengthening supervision and inspection,; Fourthly,buliding a cohesive mechanism with other management systems; Fifthly, coordinating to solved the funding problem for work at the community level.
