| 摘 要： | 建立耕地保护共同责任核心机制,对于切实贯彻我国保护耕地的基本国策,具有十分重要的现实意义和深远的历史意义。本文提出建立耕地保护目标责任的科学考核机制、多部门联动机制、经济调节机制、监督惩处约束机制、技术支撑体系等,通过制度与技术手段的配合,实现耕地的有效保护。

| Abstract: | Established shared responsibility of cultivated land protection mechanism has important realistic meaning and profound historic significance to earnestly implement the basic state policy of cultivated land protection in our country.This article put forward establish goal responsibility of cultivated land protection science evaluation mechanism and departments’ linkage system,economic adjustment()mechanism,supervision and punishment constraint mechanism,technical support system,through the system and technology cooperation,achieve the effective protection of cultivated land. |
