| 摘 要： | 在资源全球化日益发展的今天,实施国外矿产资源勘查开发战略,对于我国社会经济的可持续发展具有重大意义。本文阐述了国家为持续推进矿产资源"走出去"而采取的一系列政策措施,论述了对矿产资源"走出去"工作的新认识,探索了国外勘查开发的新机制,形成了"织大网,造大渔",培育能与世界矿业巨头相抗衡的中国国际矿业企业的战略目标,以及在不同阶段采取不同支持方式、有导向性配置勘企联姻和企业联合等工作思路,提出了全面实施国外矿产资源勘查开发战略,圆满完成矿产资源"走出去"重大历史任务的对策建议。 |
