自然资源督察项目绩效指标框架建设探讨

按照党的十九届三中全会审议通过的《中共中央关于深化党和国家机构改革的决定》、《深化党和国家机构改革方案》和第十三届全国人民代表大会第一次会议批准的《国务院机构改革方案》，自然资源部向地方派驻9个国家自然资源督察局。为履行自然资源督察职责，自然资源部在部门预算中设立自然资源督察项目。本文通过梳理国家自然资源督察局职责，结合实际工作分析部门预算中自然资源督察项目绩效指标设置情况，探讨目前自然资源督察项目绩效指标中存在的不足，通过共性绩效指标和个性绩效指标相结合的绩效指标框架构建方法为国家自然资源督察局编制自然资源督察项目预算和绩效指标提供有效参考和借鉴。

Discussion on the Construction of Performance Indicators of Natural Resources Supervision Project

In accordance with the "decision of the CPC Central Committee on deepening the reform of Party and state organs" and the "plan for deepening the reform of Party and state organs" approved by the Third Plenary Session of the 19th CPC Central Committee and the "plan for institutional reform of the State Council" approved by the first session of the 13th National People"s Congress, the Ministry of natural resources has dispatched nine national natural resources supervision bureaus to local governments. In the budget of the Ministry of natural resources, a natural resources supervision project is set up to perform the duties of natural resources supervision. By combing the responsibilities of the National Natural Resources Supervision Bureau, combining with the actual work, this paper analyzes the setting of performance indicators of natural resources supervision project in the department budget, and discusses the shortcomings of the current performance indicators of natural resources supervision project. Through the construction method of performance indicators framework combining common indicators and individual indicators, it can provide reference for the National Natural Resources Supervision Bureau to prepare natural resources supervision project budget and performance indicators.
