高标准基本农田建设存在的问题及对策

总结了10年来高标准农田建设取得的进展，系统分析了当前高标准农田建设面临的问题，并提出改进建议。当前高标准农田建设既面临着涉农资金投入与耕地资源禀赋不匹配，资金投入分散等机制体制方面的问题，同时还面临着田块破碎度大、权属状况复杂等社会现实问题。破解问题的关键是进一步完善机制体制，加大涉农资金在国家层面上的统筹力度，与土地承包经营权流转相结合，构建政府主导、国土部门搭台、相关部门集中投入的高标准农田建设体系。

ISSUES AND APPROACHES TO THE CONSTRUCTION OF HIGH-STANDARD OF BASIC FARMLAND

This paper summarizes the achievements of high standard farmland construction and analyzes the issues and presents approaches.The issues lie in unmatched farm investment with farmland resources,scattered investment mechanism,and fragmented farmlands and complicated ownerships as well.The approaches is to improve the mechanism,enhance national investment in agriculture and combination of land transfer,and to establish a system of government’s leading,land and resource department’s execution and other related department’s concentrated investment.
