煤矿水害应急救援预案探讨

摘    要:煤矿水害应急救援预案的制订对有效遏制煤矿水害事故频发和减少水害事故造成的人员伤亡和财产损失具有极其重要的意义.“预防为主、防救结合”是我国煤矿水害应急救援预案制订的“八字”基本原则.煤矿水害应急救援预案应包括水害发生前的事故预防和水害发生后的事故抢险救援两大部分.事故预防主要包括在事故发生前的扎实的基础防治水工作和透(突)水危险预兆的有效辨识两部分;而事故抢险救援主要包括在事故发生后启用预定的紧急处置程序和现场开展的自救互救方法两部分.

Abstract:The coal mine water disaster emergency rescue counterplan is a great significance for controlling efficiently happening frequency of the water disaster and reducing the losses of miners and property."Mainly prevention,secondly combining the prevention with rescue" is a basic principle to establish the counterplan of the coal mine water disaster emergency rescue.The emergency rescue counterplan includes the accident prevention before the water disaster happening and the accident emergency rescue after the water disaster happening.The accident prevention mainly consists of strict basic work of prevention and cure water disaster and efficient identification of water burst danger premonition.Also,the accident emergency rescue includes starting emergency treatment procedure and the self-rescue and mutual-rescue after the accident happening.
