In accordance with the characteristics of the assessment of environmental impact in planning, it is concluded through analysis that the enviromental impact assessment in regional development should stress on the accumulative effect, loading capacity and volume of regional environment, regional development scheme, development sequence and measures for protecting the environment. The index system of regional environment impact assessment should consist of five subsystems, namely indexes of natural environment, ecological environment, resource utilization, energy utilization and social and economical results.
