晋陕蒙宁经济圈能源经济一体化研究

摘    要:晋陕蒙宁接壤区资源丰富,均以能源化工为支柱产业,但各自为政开发资源,造成了重复建设、利用效率低、破坏环境和利益分配失衡,不利于经济持续发展。认为只有以能源经济为依托形成经济圈,走一体化道路才能整合优化资源、解决出现的问题、提升区域整体竞争力,只有通过建立有效协调组织、组建主要领导的定期会晤机制、建立民间合作平台、设立政策性投资银行和发展基金、连同建设、统一规划环境保护与治理和联合关注民生等途径才能实现晋陕蒙宁经济圈能源经济一体化。

Abstract:The bordering-on districts of Shanxi,Shaanxi,Inner Mongolia and Ningxia are rich in resources,and they all take the energy and chemical industry as their pillar industries,but their respective exploitation of resources has resulted in the phenomena of redundant construction,low utilizing efficiency,environment destruction and imbalance of interests distribution which are not good to sustainable economic development.Only if an economic circle is built on the energy-economy basis and the way of integration is taken to converge and optimize resources,the above problems will be resolved and the holistic competitiveness of the whole region will be enhanced.The energy-economy integration of the economic circle of Shanxi-Shaanxi-Inner Mongolia-Ningxia will be achieved only if the effective coordination organization and mechanism of regular meetings of principal leaders are established and the civil co-operation platform,policy investment banks and development funds are set up,while the construction & unified planning of the environmental protection & governance and joint attention to people’s livelihood are conducted,.
