摘    要:乡镇政府、村委会不应被确认为集体土地产权的最终主体 ,其法人代表应依法定程序推选 ,规定任期 ;规范具体土地产权界区 ,建议集体土地直接入市 ,确立农村集体土地收益分配权 ;界定集体土地产权关系 ;扩大农民耕作自主权 ;建立土地流转机制 ,允许农地经营权流转 ,流转形式因地制宜 ;逐步变土地承包制为租赁制

Abstract:Village and township administrative should not be defined as the final owners of group's land; their representatives of legal persons should be elected according to legal election procedure in a fixed tenure. Standardizing the right's ranges of concrete land property, proposing the land put into market directly and defining distribution right of land profit of villages' group land are emphasis of our working. The paper suggests to limit the relationship of group's land property, broaden peasants' right to farm, establish a transfer law of land. And arable lands are allowed to transfer with any methods suitable local situations. Contract method will be gradually changed for leasing one.
