湖北省地质灾害防灾减灾网络信息平台建设思考

地质灾害防灾减灾工作已形成了以政府部门的管理体系为主体,以群策群防体系、专业监测预警体系、科研专业技术支撑体系和科普宣传教育体系等为辅的五个工作体系,为高效地调度和运用各个工作体系,拟综合构建以“WebGIS”技术为手段的省级地质灾害防灾减灾网络信息平台,实现集数据采集、存储、分级管理、专业综合分析和信息传输与发布等系统功能,为省级地质灾害减灾防灾工作提供技术支撑,可以大大提高政府对地质灾害的防灾减灾的能力,是目前应对地质灾害综合防御的行之有效的手段, 具有较广的应用前景。

REFLECT ON SETTING UP PROVINCIAL NETWORK PLAT OF PREVENTION AND REDUCTION OF GEO -HAZARD

By means of WebGIS, in view of systems engineering, prevention and reduction engineering of geo - hazard was divided into 5 systems; main body supported by administrative system, cooperative system of monitoring and prevention by local residents, professional survey and prediction system, professional scientific research system , and scientific knowledge popularization system, provincial network plat of prevention and reduction of geo hazard was set up synthetically, according to goal management of geo - hazard, procedure management (survey, prediction, defensing, aid, rebuilding), item management (research and prevention engineering) , and function management ( strategic decision - making, policy, and lawmaking. etc) of geo - hazard reduction, which realized the systematic functions of collection, memory, management, professional and synthetic analysis of data and transmission and promulgation of information, offered technical supports for the provincial prevention and reduction of geo - hazard, utilized all force effectively as many as possible, enhanced the ability of government on prevention and reduction against geo - hazard, it is presently an efficacious methods against geo - hazard, and expected a good outlook.
