煤矿水害应急能力评价研究

摘    要:针对以往煤矿灾害应急能力评价研究缺乏专项针对性的问题,在总结研究煤矿水害发生影响因素以及灾害应急能力评价的基础上,提出了煤矿水害应急能力评价指标体系,采用AHP分析法构建了目标层、准则层以及方案层3层次的煤矿水害应急能力评价模型,通过Delphi法与AHP分析法相结合来确定评价指标的权重与分级,最后用数值的形式表述出煤矿水害应急能力的高低,为提高煤矿水害应急管理能力提供了量化依据。

Abstract:Considering the problem of lacking special pertinence on emergency response capability evaluation study of past coal mine disaster,this paper put forward the evaluation index system of the emergency response capability for coal mine water disaster based on studying the occurring influencing factors upon coal mine water disaster and the evaluation of emergency response capability of disaster.Evaluation model of emergency response capability for coal mine water disaster,including 3 levels of target layer,rule layer and program layer,was constructed by AHP analysis method,and weights and classification of evaluation indexes were calculated by analysis method of AHP combined with Delphi.Lastly,the level of emergency response capability for coal mine water disaster was given by numerical forms,which provided the theoretical basis for emergency managerial ability for coal mine water disaster.
