供需协同下江西省钨产业结构调整与升级对策

钨矿是我国24种战略性矿产资源之一，也是“世界钨都”江西省的优势矿产资源之一，在工业生产和国民经济中具有重要地位.江西省钨产业在资源储量、产品产量、冶炼技术、企业经营等领域都位居全国前列，甚至领先全球.但是对比全球钨产业市场需求和趋势来看，江西省钨产业供给侧存在资源开采消耗速度较快、冶炼和低端加工产能过剩、高端深加工研发能力较弱、产业整体集中程度较低等与需求侧不相适应的问题，供需格局有待调整.文中在“供给侧改革”视角下，从采选、冶炼、加工、产业规制等方面提出了健全钨资源开发与保护的体制机制、加强钨产业市场监管、建立钨产业深加工科研激励体系、加快钨产业集群优化升级等政策建议，以使江西省钨产业供给侧适应需求侧发展，实现产业结构的优化升级，进一步提升江西钨产业竞争力、打造江西钨品牌，繁荣江西矿业经济. 

Structure adjustment and upgrading countermeasures of tungsten industry in Jiangxi province under the coordination of supply and demand

Tungsten mine is one of the 24 strategic minerals resources in our country. It is also one of the superior minerals resources in Jiangxi province, the world tungsten capital. It plays an important role in industrial production and national economy. Jiangxi's tungsten industry is in the leading position in resource reserves, product output, smelting technology and enterprise management in the county. However, compared with the market demand and trend of the world tungsten industry, there are some problems on the supply-side of the tungsten industry in Jiangxi province, such as fast consumption of resources, overcapacity of smelting and low-end processing, weak R & D capacity of high-end deep processing, low concentration of the industry as a whole, which are not compatible with the demand-side. The supply and demand patterns need to be adjusted. From the perspective of supply-side reform, this paper puts forward some policy suggestions on improving the system mechanism of tungsten resources development and protection, strengthening the market supervision of tungsten industry, establishing a scientific research incentive system for deep processing of tungsten industry and accelerating the optimization and upgrading of tungsten industrial clusters from the aspects of mining, smelting, processing and industrial regulation, so as to make the supply side of Jiangxi's tungsten industry adapt to the demand side development, realize the optimization and upgrading of industrial structure, further enhance the competitiveness of Jiangxi tungsten industry, build Jiangxi tungsten brand, and prosper Jiangxi mining economy.
