摘    要:1996的漏期黄河,渭河下游出现了中常洪水,花园口和华县的洪峰流量分别为7600,3450m^3/s,均出现历史最高水位,造成严重的灾害。通过现场查勘和初步分析,认为中常洪水出现历史最高水位主要是由于近年来连续枯水,造成河槽严重淤积,过洪能力大大降低所致,问题十分突出

Abstract:There have been normal flood in the lower Yellow River and Weihe River, the Yellow River's largest tributary, in 1996 rainy season with the historic highest water level at both Huayuankou and Huaxian, and with discharges of 7600 and 3450 m3/s which created serious disaster. According to field investigation and preliminary analysis, the reason for the flood with historic highest water level is owing to the continuous dry in recent past years, which had brought about heavy siltation in the river channel and then decreased tremendously the flood transferring capacity of the river. To solve the serious problem, it is suggested to strengthen the study for the lower Yellow River flood protection decision making and influences of the Yellow River water and sediment changes on the river bed evolution, and speed up the dam system construction and study in the water and soil loss area in the Loess Plateau, in order to improve inflow and sediment conditions, provent the river channel shrinking, and enhance the river flood protection capacity.
