论水权交易与交易成本

通过黑河流域中游地区的洪水河灌区水权制度改革的分析,揭示出:用水户间水权交易要以明晰并且稳定的水权为前提,通过制度创新可以降低交易成本,达到交易双方互利的效果;降低交易成本是水权配置制度创新的重点;产业与产业之间、城市与农村之间的水权交易存在巨大的潜在收益。

On Dealing in Water Right and Cost of Dealing

Through the analysis on the reform of water right system conducted in the Hongshui River irrigation area in the middle reaches area of the Heihe River basin, it reveals that water right dealing among water users should be based on the prerequisite of clear and stable water right and reduce the cost of dealing and receive mutual benefits for the both dealing parties through bringing forth new ideas in system; reduction of cost of dealing is the key point for bringing forth new ideas in water right system and; a tremendous and potential profits are existed in water right dealing between industries and between urban and rural areas.
