调水调沙是黄河不淤的关键措施

综合分析了有关部门对黄河调水调沙的试验研究成果，结合近年来黄河水沙情况认为，要解决黄河河道不淤积问题，可能还需要冲沙用水数十亿立方米。今后，随着水土保持工作力度加强、河床形态改善和外流域补水等措施的逐步实施下，不淤积目标是完全可以实现的。建议将调水调沙作为治河的主导战略，强化研究攻关，促进其早日列入计划正式实施。
