| 摘 要： | 对黄河下游滩区移民迁建涉及的中央政府、地方政府、黄河河务部门、滩区移民、安置区原有居民的利益进行了分析。针对移民与治河、移民与发展、移民与安置、移民与安置区原有居民存在的利益冲突,应合理规划、鼓励外迁,实施黄河下游滩区补偿政策,实行项目社会评价制度,研究和推广洪水保险制度。
