摘    要:本文分析了现有水资源配置理论的优缺点,提出了水资源净效益的新概念及内涵。从生态环境保护、水权转让、利益补偿、水价形成和集中控制等方面探讨了基于水资源净效益思想的水资源配置机制,确立了包括生存条件、承载能力、用水公平性和可持续性约束的水资源开发利用约束准则。构建了基于水资源净效益最大的水资源优化配置模型,该模型包括水资源配置方案生成模型和水资源配置合理性评价模型。经郑州市郑东新区龙子湖地区水资源优化配置实证分析,取得了实用性成果与结论。

Abstract:The concept of maximal net benefit is suggested and its connotation is annotated. On this basis the mechanism of optimal water resources deployment based on maximal net benefit is investigated from the aspects of ecological environment protection, transferring of water right, benefit compensation, formation of water price and centralized control. The constraint rules of the exploitation and utilization of water resources including the survivability, carrying capacity, equity and sustainability are suggested. The model for optimal water resources deployment based on maximal net benefit is established accordingly. It consists of the submodel for generating deployment scheme and the submodel for rationality assessment. The proposed model is applied to analyze the optimal deployment of water resources in the district of Longzi Lake, Zhengzhou City. Practical result is obtained.
