摘    要:作者从经济、社会和环境系统整体效益出发,设计出了一种定性与定量相结合描述判断矩阵的多指标决策的排污总量分配层次结构模型。该模型在综合考虑了各项评价指标后,将所求得的各分区相对于区域允许排污总量这一总目标的权重之比,作为各分区允许排污量之比,然后按此比例在各分区间进行排污总量分摊。作为算例,文中给出了该方法应用于合肥市区域水污染物排放总量的分配。研究表明,本文提出的分配方法,不仅克服了等比例分配的不公平性,又兼顾了各分区间的实际差异,是一种较理想的分配方法。

Abstract:The authors put forward a hierarchy structure model of drainage water pollutant total amount distribution with multi indexes of quantitative and qualitative analysis in view of the overall interests of economic, social and environmental system. In the model, a comprehensive evaluation was made on various indexes for each sub-region and proportions of combined weights related to total object was obtained. The proportion was treated as the permitted proportion. The drainage water pollutant total amount should be distributed according to this proportion. As a case study, the model was used for defining the distribution of water pollutant total amount of Hefei City. The result showed that the new model could take into account of the differences among sub-regions and wiped out the unjustness due to using the equal proportion distribution method.
