摘    要:本文通过对近50年来海河流域水资源紧缺成因和机理的梳理,阐明了流域水资源紧缺属性的理念与量化识别方法,为针对性地解决水问题提供了重要科学依据,并提出了在未来10~30年内南水北调是必要的,需调水量平均为93.7亿m3/年,以及解决海河流域水资源紧缺问题的关键在于如何客观地认识和解决管理性和政策性缺水问题的论点,给出了解决不同属性缺水问题的对策。

Abstract:The property and quantitative identification method of water resources shortage in Hai River basin are expounded according to the analysis on the causes of shortage and its mechanism. The shortage is caused by reduction of precipitation, improper management, population explosion and excessive development of economy. On this basis, the necessity of the Project of Water Transfer from South to North is demonstrated. The necessary water amount to be transferred is about 9.37 billion m3 per year. It is suggested that the objective understanding of the cause of shortage in very important to solve this problem from the viewpoint of improving the management and by means of policy. Counter measures for overcome the shortage due to different cause are suggested.
