摘    要:在受水区和水源区之间如何分担水源区所需生态补偿量是决定跨流域调水生态补偿机制能否良性和持久运作的重要因素。本文借鉴水利工程费用分摊和环境容量分配的思路,构建了单指标法、综合指标法和离差平方法的生态补偿量分担模型,对南水北调中线陕西水源区生态补偿量进行计算,并对计算结果进行分析。结果表明,离差平方法比较客观、全面、合理。按该法计算,水源区和受水区的分担比例应为20%和80%。

Abstract:The sharing of eco_compensation fund between water source area and water receiving area in inter_basin water transfer projects is an important problem affecting the effective and persistent operation of the ecological compensation mechanism. The concepts of cost sharing for water project and allocation of environment capacity are introduced to establish the models for eco_compensation fund sharing calculation based on single index method, aggregative indicator analysis method and deviation square method respectively. The models are applied to calculate the eco_compensation fund sharing of water source area in the Shaanxi Province of South_to_North Water Transfer Project. The analysis on calculation result shows that the model based on deviation square method is the most reasonable which properly considers the benefits of both water source area and water receiving area. The proposed sharing proportion of fund is 20% to 80%.
