| 摘 要： | 现代科学技术体系是钱学森在融合东西方文化的基础上提出的，是当今科学技术发展进程中的重要理论创新，推动着科学方法论的重大变革。在阐述现代科学技术体系内涵的基础上，结合长江流域防洪思路的演变，提出针对长江流域防洪这一开放的复杂巨系统必须运用现代科学技术体系，建立综合防洪减灾工程与科学调度管理系统。
