| 摘 要： | 合同管理是实现工程投资控制的重要手段，监理合同管理工作的成效直接关系到参建各方的最终利益，根据水利水电工程投资规模大、建设周期长、合同项目多的特点，以及目前水利水电工程监理合同管理工作存在的问题，结合工程实际，对监理工程师在计量与支付、变更单价审核、功效降低索赔等合同管理过程中的疑难问题进行分析探讨，并提出处理方法。从更好地履行监理合同、有效地控制水利水电工程投资的角度出发，阐述了监理合同管理过程中的工作要点。
