摘    要:跨流域调水工程中调水量方案评价是一个多指标半结构性决策的问题,其特点是评价指标既有定量指标又有难以量化的定性指标。为了协调各指标之间的复杂关系,以半结构性决策可变模糊集和熵权理论为基础,构建了基于熵权的半结构性决策可变模糊集评价模型。其中,采用熵值法确定计算权重和相对重要性的二元对比法获得了经验权重,然后将计算权重和经验权重进行线性组合,构建了可变线性权重模型。实例研究表明,运用该评价模型能够取得比较稳定和合理的评价方案,而且不同的权重组合的评价方案可为决策者提供决策依据,具有重要的应用价值与现实意义。

Abstract:The water transfer scheme evaluation of trans-basin water transfer projects is a multi-index semi-structural decision issue, which includes quantitative indices and qualitative indices that are difficult to be quantified. In order to coordinate the complex relationship among the indices, a semi-structured variable fuzzy set evaluation model based on entropy weight is proposed. Then the empirical weights are obtained by relative importance based dual-comparison method and the calculated weights are obtained by entropy value method. The variable linear weight model is established by a linear combination of the calculated weight and empirical weight. The case study shows that the evaluation model can obtain relatively stable and reasonable evaluation scheme, and the evaluation scheme with different weight combinations can provide decision basis for decision makers, which has important application value and practical significance.
