摘    要:长江流域防洪规划的实施,将显著提高防洪保护区的防洪标准,其经济效益、环境效益、社会效益十分显著,但防洪工程建设项目实施后,将给长江河道演变、江湖关系,水文情势等带来一系列的变化,根据防洪规划的工程项目,结合珍稀水生动物和鱼类资源目前的现状,从流域的角度探讨分析防洪工程实施后的综合影响,如上游防洪水库和其它梯级的开发建设,将对长江上游珍衡和特有鱼类资源产生显著影响,中游拟议的两湖控制工程等可能对中下游珍稀水生物动和鱼类资源产生一定影响。

Abstract:The execution of Yangtze valley flood control plan will remarkably upgrade the flood control standard of flood protected zone, and produce remarkable economic, environmental and social benefits. But the flood control projects will bring about a series of changes to the river channel evolution of the Yangtze, the river lake relation and hydrologic regime etc.. Considering the status quo of rare aquatic animal and fish resources, this paper discusses and analyses the complex influence after the implementation of the proposed flood control projects. For example, the construction of upstream flood control reservoirs and other cascade projects will produce remarkable influence on upstream rare and unique fish resources, the proposed control projects for Dongting lake and Poyang lake at middle stream might have remarkable influence on rare aquatic animal and fish resources in middle and lower stream of the Yangtze.
