| 摘 要： | 为了保证人民群众的饮水安全,水质应急监测是重要手段，而监测规划则是行动指南。回顾了近年来处理的多起水质污染突发事件暴露出的应急监测网络体系不健全、应急监测能力薄弱、水源地监控预警体系不完善等薄弱环节。论述了编制饮用水应急监测规划的重要性、指导思想、规划内容和规划目标。指出,规划的编制，将推动饮用水安全保障应急监测体系的建立和完善，并能增强应急监测能力，保障应急监测工作有效、有序开展，切实维护人民群众饮水安全。
