摘    要:赤水河是长江上游珍稀特有鱼类的栖息地,有数量众多的两栖类、爬行类动物和水禽,是长江流域许多濒危物种最后的保护地之一,其独特的水质、土壤、气候和大气微生物等自然生态环境,造就了茅台等名优白酒品牌。近年来,随着流域内经济社会快速发展,赤水河流域生态环境面临的形势严峻。因此,应根据上下游统筹发展的原则,加快流域内的生态补偿立法,建立流域环境综合治理资金分摊制度和专门的管理机构,加强产业结构调整,采取"异地开发"试点和项目支持等长效补偿机制,这样对流域的保护具有重大的意义。

Abstract:The Chishui River is one of the undeveloped areas and a habitat for rare and endemic fishes. The basin is inhabited by a large number of amphibians, reptiles and birds. Its natural ecological envi- ronment presents excellent water quality, good soils and climate, creates the basis for production of fa- mous liquor brands such as the" Maotai". In recent years, the ecological conditions of the basin is in- creasingly impacted by rapid economic and social development. In accordance with the principle of sus- tainable development, there is a demand for a more rigerous coordination of the overall development, strengthening drastically the application to achieve ecological compensation. There is an urgent need to speed up the protection measures to keep in pace with the economic development while the fund allocation system must be fully implemented and a special institution for integrated environmental management should be established. The adjustment of industrial structure should be strengthened up, and long-term compensation mechanisms such as "development of remote areas" pilot projects support should be rapidly adopted.
