摘    要:本文在分析水利工程建设特性和供水工程水资源配置原则的基础上,探讨了水资源需求、系统简化、水资源调度策略、计算方法对供水工程建设规模的影响,提出了确定供水工程建设规模的基本思路和步骤,并具体应用到某干旱区生态环境保护工程。水资源配置“三次”平衡分析确定供水工程建设规模的主要步骤为:(1)绘制水资源配置系统网络图;(2)进行需求分析,包括经济、生态环境需水;(3)制定水资源调度策略;(4)进行水资源配置“三次”平衡分析,初步确定供水工程的建设规模;(5)进行流域耗水平衡分析,分析经济与生态的耗水比例;(6)确定供水工程的规模以及供水工程实施建议。

Abstract:The author analyzes the construction characters of hydro projects and the allocation rules of water supply projects,and then discusses the influence of water resources demand,system simplifieation,water resources dispatching policies and computing methods on the construction scale of water supply projects.A basic approach of determining the construction scale of water supply projects is proposed,which is applied to an environmental protection project in an arid region.The main processes of using water resources allocation balance analysis to determine the scale of water supply projects can be summarized as follows,(1) to draw a map of water resources allocation system;(2) to analyze the water demand of economy and eco-environment;(3) to formulate strategies of dispatching water resources;(4) to conduct water resources allocation "thrice" balance analysis and preliminarily select the scale of water supply projects;(5) to carry out water consumption balance analysis in river basins and to analyze water consumption ratio between economic system and ecosystem;(6) to fix the scale of water supply projects and to propose some advices for project implementation.
