黄河调水调沙对河口及其三角洲的影响和评价

分析了黄河调水调沙运用期进入河口的水沙条件,然后从三个方面包括防洪形势、生态环境变化、岸线变迁等,对黄河调水调沙运用对河口的积极影响进行了概括总结,文章最后指出:调水调沙作为河流治理最具生命力的举措和发展方向,如何发挥其更有效的作用,应切实注意解决好以下四个方面的问题:①调水调沙运用应注意解决多目标、多效应的协调和实现;②在进行调水调沙运用时,还应着力塑造相对有利的包括河床边界条件在内的其它相关条件;③应着力加强水文水情和河床演变趋势预报工作,科学决策调水调沙运用的时机和方式;④应科学对待调水调沙运用进入河口的泥沙问题。

Impact and evaluation of water and sediment regulation in the Yellow River on the estuary and its delta

The water and sediment characteristics entering the Yellow River estuary during the water and sediment regulation were analyzed.The positive impacts of water and sediment regulation on the Yellow River estuary were summarized from three aspects including flood prevention,environment and coastline variance.Results showed that water and sediment regulation is an important measure and direction in river harness.In order to make the measure more effectively,four questions should be paid much more attention in water and sediment regulation:(1) to ensure the harmony and realization of multi-purpose and multi-effect;(2) to form relatively steady conditions as soon as possible such as river boundaries;(3) to enforce the related flow regime and hydrologic forecast in order to decide the implementing time and manner of the measure more scientifically;(4) to treat the sediment entering the Yellow River estuary scientifically.
