滇池入湖河流水质目标精细化管理需求研究

摘    要:容量总量控制和水质目标管理是有效落实“水十条”和河湖长制的重要抓手,也是加强滇池水污染综合治理与湖泊水质保护的最佳管理办法。以变化条件下滇池流域水资源条件和独特的水循环过程为背景,采用精细化的数值模拟手段,重新核算了滇池水环境容量;同时分析了滇池水环境容量的时空动态变化特征,提出入湖河流水质浓度的分区和分时段控制限值,并制定滇池主要入湖河流水质目标控制与精细化管理方案。研究成果可为滇池流域全面推进河湖长制提供科学的技术支持。

Abstract:Total capacity control and target management on water quality as effective ways to implement “The Action Plan for Prevention and Treatment of Water Pollution” and “River (Lake) Chief System” are optimal management approaches for the comprehensive water pollution treatment and water quality protection of Lake Dianchi. On the basis of a good understanding of the water resources condition and unique water cycle in Dianchi Lake catchment under varying circumstance, we re-modeled the water environment capacity and analyzed the spatial-temporal dynamics of water environment capacity in Dianchi Lake via a fine-tuned numerical model. Furthermore, we proposed to control the water quality limits for each partition and time period, and set up fine management plans for the control of water quality into the Lake. The research achievement provides a technical support for comprehensively promoting the River Chief System in Dianchi Lake.
