一线二面——完善公益性水利工程项目法人责任制的初步构想

参照1996年国家计发颁布的《关于实行建设项目法人责任制的暂行规定》,我国在部分公益性水利工程中试行了项目法人责任制,但实际效果不理想。本试以明确公益性水利工程的责任主体为主线,从加强宏观调控和改进微管理两方面入手,即形成“一线两面”的运管体系,就建立和完善公益性水利工程项目法人责任制做尝试性的探讨。

One-Line and Two-Aspect-Primary Thoughts on Perfecting the Legal-Person-Responsibility System in the Social Benefit-based Hydraulic Projects

The state planning commission issued the temporary provisions on implementing the system of construction project legal person taking responsibility in 1996. According to the temporary provisions, China tried out the system of construction project legal person taking responsibility in some social benefit based water projects. But the actual effect was dissatisfactory. In this thesis, to perfect the system in social benefit based water projects, I try to pose a system of "One Line and Two Aspect", that is, a system with clearing the subject of responsibility as a mian line, with strengthening macro control and improving micro management as two aspects.
