| 摘 要： | 从河流功能出发,结合跨界河流的特性,将跨界河流安全具体划分成河流水量安全、河流水质安全、河流水生态安全、防洪安全和国土安全5个子类。考虑到跨界河流的特殊性,认为跨界河流安全的主体是国家,因此国家经济、社会的可持续发展不因跨界河流安全问题而受到威胁和中断,以及国家主权不因为跨界河流等问题受到削弱和侵犯是跨界河流安全概念外延。在此基础上,还分析了影响跨界河流安全的主要自然因素和人文因素。
