摘    要:结合工业用水效率的影响因素,以能操作、可检查、易考核、利于水资源管理责任制落实等为原则,以工业用水效率控制红线监督考核指标"万元工业增加值用水量"作为约束性指标,以节水措施落实情况作为支撑性指标,建立了工业用水效率控制红线考核指标体系,切实推进最严格的水资源管理制度的落实。

Abstract:Combined with industrial water use efficiency factors, we had established evaluation index system for the red control line of industrial water use efficiency. The index system considered check- able principles and easy assessment rules that make sure water resources responsibility system practi- cable. The index system took "the water consumption for ten thousand Yuan added value in industry" as binding index. And the index system took implementation of saving water measures as supportive index. So make sure water resources management propelled practically in the strictest lever.
