| 摘 要： | 长期以来，人们过分依赖防洪工程措施来防御洪涝灾害，但是随着经济社会的迅速发展，洪灾损失有增无减，防洪工程措施已不足以解决洪水灾害。基于此，探讨防洪非工程措施，以期通过约束人类自身行为，改善人与洪水的关系，从而达到防洪减灾的目的。

| Abstract: | Structural measures have been excessively used to take precautions against flood disaster. However, with the rapid development of economy and society, flood damages have been violently on the increase, because structural measure by itself can not deal with the floods thoroughly. In view of the above, non - structural measures which achieve the aim of flood control reduced by restriction of actions of man - self and improvement of the relationship between man and flood are researched. |
