河湖水系连通与最严格水资源管理的关系

河湖水系连通和最严格水资源管理作为我国新时期两大治水思想,两者相互补充共同解决我国水资源问题,均在全国各地进行了广泛实践,并被提升为国家战略。现简要介绍两大战略,从指导思想、实施方法、功能控制、战略目标四大内容,分析河湖水系连通与最严格水资源管理两大战略在治水方面的联系与差异,进而从两大战略实践角度,探讨如何协调把握两大战略的关系,认为:①两者相互补充,共同解决我国水资源问题;②落实最严格水资源制度是实施河湖水系连通的前提,必要时构建河湖水系连通网络;③"三条红线"的确立促进河湖水系连通功能的发挥。本研究工作为两大战略的具体实践提供了参考。

Relationship between Interconnected River System Network and the Strictest Water Resources Management System

Interconnected River System Network(IRSN) and the Strictest Water Resources Management System(SWRMS) both are the new ways of China water management for a future period of time.They are raised to higher level as national strategy now while the practice of the two is more connected across the country.IRSN and SWRMS are briefly introduced in this paper.Then the difference and connection of the two are analyzed from four respects:Including guiding ideology,implementation method,function control and strategic target,etc.Taking into account from the practical perspective,the way to manage their relationship is elaborated.The thesis holds that:①IRSN and SWRMS support each other to solve the problems of water resource;②Implementation of SWRMS is the precondition for the IRSN,while construct architecture of IRSN when necessary;③Establishment of The Three Red Lines will certainly to promote function display of IRSN.The results of this paper will provide reference for the practice research of IRSN and SWRMS.
